Governor Obiano Charges Okada to obtain license

Governor Willie Obiano’s government has gone into full automation of all vehicle licenses through its Anambra state motor vehicle administration system (AMVAS) in conjunction with Messrs Oliswarren Associates Limited – a renowned electronic solutions provider and MVA Consultants to the State to complement the already existing AUTOREG, a web based business solution experts.

A press statement announcing the Messrs Oliswarren Associates Limited and AMVAS partnership quotes the Group Managing Director of Oliswarren Associates Limited, Mr. Olisa Aniunoh, as saying that the deadline for the verification exercise for all motorists to cross check whether their plate numbers and documents are fake or authentic is June 16th, 2014.

He appealed to all motorists in Anambra state to go to the nearest vehicle licensing office for verification of whatever license , plate numbers and vehicle documents they have as the AMVAS AND AUTOREG are committed to flush out all fake licenses , plate numbers and documents issued by touts. He announced three banks as partners including First Bank, Fidelity Babk and United Bank For Africa (UBA).
  
Aniunoh said full scale enforcement takes off after the 16th June window of opportunity for verification, adding that anyone motorist with fake documentation in the state will face the music as the Obiano administration will not tolerate such. He said Chief Willie Obiano’s administration has already being fully digitized between him and his cabinet and he is committed transforming the state into full automated state.

He said that the  Anambra State Government, in its drive to employ automation in enhancing revenue collection in the State, has launched the Anambra Motor Vehicle Administration System (AMVAS) automation solution, to complement the already existing Autoreg, in conjunction with Messrs Oliswarren Associates Limited – a renowned electronic solutions provider and MVA Consultants to the State.

AMVAS is a unique platform that automates all facets of motor vehicle documentation with a special module for electronic management of plate number
Issuances and administrative module to enable the State Internal Revenue Service monitor every transaction in all motor licensing offices in the State and generate specific reports. AMVAS is the only one of its kind in the Country.
Anambra has already joined the league of more than 20 other States, in Nigeria that have automated their motor vehicle documentation using Autoreg.

The Autoreg/AMVAS solution will automate all motor vehicle documentations to; generate more revenue from the State by plugging illegal income inherent in the subsisting manual vehicle documentation, sanitize the vehicle documentation processes and also build a comprehensive database for the State Government to aid planning and aid in the quick recovery of stolen vehicles.

Aniunoh expressed his delight that Anambra State has now tuned into the digital age and that, with the full support he is getting from the chief IT advocate and Executive Governor of the State, Chief Willie Obiano, the Deputy Governor Dr. Nkem Okeke, the Executive Chairman Anambra State Internal Revenue Service, the S.A IGR, the Commissioner of Transport and other IGR members, a huge success will be recorded in the scheme.
Mr. Aniunoh specially acknowledged the role of their strategic technical partners, Courteville Business Solutions Plc, who he fondly referred to as ‘our special friend and big brother’ for their wonderful support. He added that in the South-East Anambra and Abia states are the flagships in automation of vehicle documentation, making it impossible for fraudsters to deprive the state government of revenue.

He cautioned those criminal elements, who embark on producing fake documents and number plates that their days are numbered, as a special task force comprising of; the Nigeria Police, FRSC, SSS, VIO and State Traffic Agencies will be constituted to commence strict enforcement soon.

He implored on all vehicle owners to quickly go and renew their vehicle documents, at any Motor Licensing Office in the State where AMVAS/AUTOREG is present so that they can get genuine documents and plates at official prices as verification of all motor vehicle documents, especially number plates, will soon commence in order to sanitize the entire motor vehicle administration system in the State.

On his part, Mr. Aniunoh’s associate and Deputy Group Managing Director, Mr. Marcel Manafa said that Anambra State is embarking on an IT revolution and joked that, ‘‘as Chief Willie Obiano will say, ‘you ain’t seen nothing yet’ because nnekwu nmawu na aputa (the big masquerade will soon come out). Willie is working’.

Manafa said the full automation will assist enhance transparency and accountability since it is all online real time solution that enables transaction seen instantly  and that the platform is configured with all approved government/Joint Tax Board tariffs only  and is flexible.

The DGMD said it will eliminate cash movement which gives room for fraud and decentralize vehicle number plates to avert scarcity and diversion as well grant effective monitoring of all licensing offices’ transactions and performances and enables remote authentication of vehicle documents.

He further said the process will eliminate menace of touts , non uniformity in licensing , counterfeiting , unreliability of information and leakages and serve as crime control measure adding that it would leverage more on government revenue for development.   

The prizes he said are displayed in all the partnering banks and all the licensing offices in the state as well as in fliers for public information.
