Enugu: Rights Group Laments That Chime Ended Tenure in Lawleness

A civil society group, the Civil Rights Realization and Advancement Network, has lambasted the immediate past Governor of Enugu State, Barr. Sullivan Chime for engaging in what it called lawless and reckless demolition of structures in the State.

The group in a statement made available to journalists in Enugu wondered why the former Governor engaged in massive demolition of structures barely two weeks to the end of his administration.

Although Chime’s administration had claimed the action was meant to reclaim Enugu masterplan, the group queried the sincerity behind such claim, when the International Conference Centre, meant for public use and situated at the three-arms zone, has been partitioned out to individuals by the same government.

The statement signed by Barr. Olu Omotayo on behalf of the group, noted that “the recklessness with which the Enugu state government had conducted in recent past reached climax in the last two weeks with illegal demolitions of properties belonging to the citizens of the state without regard to due process of the law.
“The agents of the state government had on Friday May 22nd 2015, invaded the premises of Christ Church (Anglican Church Communion), Uwani with bulldozers and armed thugs, with the aim of destroying the church buildings and take over the part of the church land. In the process some worshipers and four Anglican priests were severely wounded.

“The agents of the State government were acting on the erroneous belief that Governor Chime had revoked the title of the church to the land and they were bent on building an estate to be known as “Transparency Estate” thereon, which will later be shared among their cronies.

“The current determined onslaught of the state governments and its agents on the of “Spring of Life School” Independence Layout, Enugu, is not only worrisome but an invitation to Anarchy by the Chime government, who despite a Federal High Court injunction restraining the State government from demolishing the school is hell bent on carry out the demolition before the expiration of the administration in the next 48 hours. Bulldozers were seen position round the school premises. Alas! What a lawless and reckless administration”.

The group observed that “The state government has always justified these demolitions on basis of its' determination to recover the original Master plan of Enugu metropolis which has been eroded upon over the years, but the sincerity of the government is in doubt as most of the demolitions carried out only affected the masses.

“This is questionable as there is lot of places habited by the agents of government which violated the master plan of the Enugu metropolis. Examples of these places are the Enugu Rangers Games Village now converted to Liberty Estate, The Enugu Zoo which was converted to the Zoo Estate and the International Conference Center which has large part of its’ premises converted to the personal estate of the governors' son.

“The International Conference Center- It should be noted that this project was commenced by the predecessor of the present government. The complex almost completed was abandoned when the last administration of Gov. Nnamani left government. Vast area of the land of the uncompleted complex has now been taken over and converted to personal estate of the Governor Sullivan Chimes’ son.

“It is submitted that if the government is determined to restore the Master plan of Enugu metropolis, it should be sincere in its activities which as at present, looks selective and fraudulent.

“Furthermore it is submitted that there are vast area of land within the state, which are undeveloped, this land could be developed by allocating to government officials, agents of government and their families for development, not tampering with existing Master Plan of the metropolis or acquiring land of private citizens on the ground of need for public purposes and public benefit, and thereafter converting same to personal estate as witness in respect of the land meant for the International Conference Center.

“It is also our submission that alternative structures should always be in place before the government demolish shops that serve as the only means of livelihood of the masses.
“We further submit that in a democracy public interest should at all time take precedence over personal interest so that the citizen of the polity would be able to effectively and adequately reap the dividend of democracy”.
